As soon as the chapter starts and you gain control of Eisele, pressing Up on the d-pad will result in two separate locations that you need to check. One will lead to the Crew Quarters, while the other one will take you to the upper Atrium. If you skip the upper area and go straight to the Crew Quarters, you will find the lockers on the left side, right before the stairs leading to the Crew Quarters. The locked locker is inside this small area.
To get its code, all you need to do is follow the main story path, which is first visiting the upper Atrium, the first marker. Go back to the main area and use the stairs to go up to the balcony, and head towards the marker. This place will be locked at first, and you have to unlock it. Press RT to open the closed window shutter, and it will reveal a few interactable items inside this locked area.
To unlock this, head to the right side of the glass and look inside at the panel that says Lockdown in Effect. Press RT to interact with this panel, and it will remove the lockdown, giving you access to this area. Once the door is unlocked, go inside and interact with the CCTV panel at the end.
