An official tweet on The Division 2 account mentions The Division 2 Open Beta while referring to in-game prizes which will be unlocked while playing the beta. The tweet is made by the official account so there is no doubt about its authenticity.
The official tweet states that players who play the beta can earn 2 different in-game rewards. One is Capitol Hill Arm Patch which is unlocked after completing the Invaded Mission in the Private or Open Beta.
The second reward earned in the beta is the DC Patriot Weapon Skin which can be unlocked by simply participating in any of the The Division 2 Betas. Now you can see that these both statements mention about more than 1 type of Beta.
In the first sentence, Open Beta is clearly mentioned. Also The Division 2 launched next month so there is plenty of time to have an open beta which means that fans of the series who could not get in to the Private Beta and jump in the Open Beta when it comes out.

This is not all, a community developer also mentioned an open beta during a livestream which also means that an Open Beta is indeed coming. At this point, we are not referring to it as simply a rumor. All signs lead towards a confirm release.
Ubisoft has not said anything on this at this point and there are no official release dates of an Open Beta. However, we can be sure that the Open Beta will either take place at the end of this month of beginning of the next month.
The Private Beta for The Division 2 ran last weekend and it allowed players to jump in Washington D.C. and taste a little slice of what to expect from the full game. Fans are giving out mixed impressions about the game at this point.
The Division 2 is slated to release on PS4, Xbox One and PC on March 15, 2019.
