Go to Free Market Station
To reach Otto’s puzzle, you first need to go to Free Market Station, which is the main base of the Sub Rosa faction. You can go to this location by working with Sub Rosa members.
Early in the game, you will meet Emeline Galloway, a greenhouse gardener in Fairfield. If you decide to help her clear Sub Rosa’s involvement in some matter, she will give you the coordinates to Free Market Station as a reward for your help and give you some Sub Rosa reputation.
Once you reach Free Market Station, move straight through the entrance hall. Keep moving until you reach a room on the left that contains a Rift Anomaly. Enter this room and look to your right. You will notice a small gap that leads into another room.
Crawl through the gap, turn left, and climb up the ladder. Above, you will find the location of Otto’s Lock Puzzle.
