In order to progress in the story you need to play around with the console to clear out some areas filled with water. This can only be done moving the water from one water tank to the other.

How to Complete
The first thing you need to do when you reach the center console for the water tanks is to move the water to the top middle tank. Make sure that all the water moves in to this water tank. This will clear out the area filled with water to the left of the room. When you go through this area, you ne dot turn on the crank to open up the water tank. Now head back to the switch you powered on before heading to the console and turn it off.
Head back to the console and then transfer all the water to the top left and the top middle tank. Now make your way back to the switch you previously turned off, and climb down the stairs. This will take you to another crank location, while the missing part will be inside a locker nearby.
Head back to the console again, and then redirect the water from the top middle and top right tanks. This will enable you to access the area you found the crank. The area after the locker which was previously blocked off will now be accessible to you and you can then continue with the story.
