Where to Find Eevee
As mentioned before, Eevee will be tricky to find as it only appears randomly. But before you set out to look for it, you first have to beat the Pokémon League and then have the National Pokedex by completing Sinnoh Pokedex.
Once you are good there, go to Route 212 from Hearthome City heading south. This will take you to a house with a brick fence and a garden inside. Here you need to talk to Mr. Backlot who will talk to you about Eevees in the garden, while you can find different pokemon every day.
On one such day, Mr. Backlot will mention Eevee in the garden, followed by the butler telling you that the pokemon does not exist. This is the clue that you need to look out for and head to the garden where you have the highest chance of running into an Eevee and eventually catching it.

Evolving Eevee into Glaceon
To evolve your Eevee into Glaceon, you will need to have the Ice Stone with you. You can find the Ice Stone behind a house in Snowpoint City. Simply go to Snowpoint City and journey down to Route 217. To make things easier, after reaching Snowpoint City, head to the far right side of the map. Keep heading parallel to the trees and you will eventually come to this house where you will find the Ice Stone. Make sure that your Eevee is closer to this Ice Stone while it is evolving and it will evolve into Glaceon.
Evolving Eevee into Leafeon
To evolve your Eevee into Leafeon, you will need to have the Moss Rock with you. You can find the Moss Rock in the Eterna Forest. You can reach this location pretty early in the game as well. The easiest way to get to the Moss Rock is that you go into the forest from the left and then turn left at the first fork that comes in your way. Keep heading north and you will eventually come to some trees and then turn left again. Here, you will find the Moss Rock. Make sure that your Eevee is next to the Moss Rock and you will evolve your Eevee into Leafeon.
