How to Unlock Oblivion Keyblade

To unlock the Oblivion Keyblade, you have to make sure that you get a certificate called the Proof of Promises. This certificate is granted to you when you have collected all of the 90 Lucky Emblems in the game.

Be aware that this only counts if you have collected all of the Lucky Emblems in a single save file, or playing the game again with the same difficulty. How to Unlock Oathkeeper Keyblade

To unlock the Oathkeeper, you have to obtain a certificate called the Proof of Times Past. This certificate is rewarded to you when you complete the full game on the Critical Mode. This new mode was just added to the game which makes the enemies more powerful and reduces Sora’s health and MP to 50%

Oblivion and Oathkeeper Formchanges

Both the new Keyblades come with their own special Formchanges, while Sora can also wield them both for an additional Formchange that is different from when wielding the blades separately.

If you decide to wield Oblivion on its own you will have access to Dark form, while the Oathkeeper gives you the Light form. Wielding them both together gets you the Double Form which is a special Formchange.
