However, before you get the Needolin, there are some prerequisites that you must complete.

You must have access to Bellhart and Shellwood
You must have the Cling Grip Ability

After completing these two requirements, you must head to the bench in Shellwood and save your game. After that, you can head to Bellhart and fight the boss Widow. The main requirement of unlocking the Needolin Skill is to defeat the Widow boss.
