You can pretty much get the Cat Fall Trinket early in the game, especially when you are in Updaam in the afternoon. From the tunnels, take the right exit that takes you out into the alley where the Candy Bar is. Instead of going towards the bar, take a right and follow the path that takes you to the roofs.
Up ahead where the cliffs are, continue until you reach the red cannon. Depending on the game, you are likely to hear Eternalists talk about the cannon and the Cat Fall Trinket. If the Eternalist doesn’t launch himself through the cannon, you need to take out the enemies and make your way to the cannon. You can do this by putting the charged battery in the cannon and interact with it to fire it.
This will give you the next location where you need to go, which in this case is Hangar 1 in Karl’s Bay. Go to this location in the evening and make your way into Hangar 1.
