Here you need to go on the west side of the area towards a pawnshop where you need to talk to Pawnbroker Handian. The shopkeeper will hand you the Dirty Mechanical Part to exchange it with the Frowning Young Man.
Turn around and the Frowning Young Man will be right across the street, muttering about taking revenge. Your task here is to trade the Dirty Mechanical Part with the NPC and he will give you an Old Tin Box in exchange. You just need to talk to the Frowning Young Man and he will eventually give you the item.
Now that you have the Old Tin Box, you need to go to the Exalting Sanctum region, where an NPC called Sad Woman can be located in the south of this region. Talk to the woman and give her the Old Tin Box. She will then give you a bottle of Draconic Tears in exchange for the old tin box.
