These are all the conversation choices that you need to make in order to romance Tifa.
Chapter 2 – A New Journey Begins
Location: Standing in front of the mako tank at the Mako Tank Plaza in Village Center.
Dialogue: “This tank remind you of anything?”

Make sure to complete these Main Story Beats to increase your Bond of Friendship with Tifa.
Chapter 4 – Dawn of a New Era
Inauguration Parade: To win, your team needs to score more points than the other team in each of the three rounds. Doing well will also make Arieth like you more.
Chapter 6 – Fool’s Paradise
Same Taste in Beach Wear: The clothes you pick for Cloud should be similar to either Tifa’s, Aerith’s, or both. For example, if you select the first outfit for Cloud, you need to also choose the first outfit for both Tifa and Aerith.
Costa del Sol Beach Fight Partner: Just before starting the big battle in Costa del Sol, you need to pick one of two groups. One group has Tifa and Red XIII, while the other has Aerith and Barret.
Chapter 8 – All That Glitters
Loveless: To improve your relationship status, you need to do well. If Tifa is with you in Chapter 8 and you’re closer to her than Aerith, she’ll act as Rosa in the Loveless play.
Chapter 12 – A Golden Key
Skywheel Date: If you’re close friends with Tifa before Chapter 12, she’ll stick by your side during the chapter and you can take her on a special Skywheel Date. But if your friendship level is low, you’ll just see the regular scene instead.

Follow the steps above and you will have Tifa as your Gold Saucer date. Do remember if both people (Tifa and Aerith) are at the same level in their relationship, it can be difficult to know how they compare, making it tricky to plan your date.
