To actually start fishing in Outward, all you need to find is a fishing harpoon and you can find one easily in the very starting city of Outward, Cierzo. After you watch the initial cutscene, head to the beach of Cierzo which is located in the western part of the city. You will easily find this beach because you will also find a water bottle near this beach and you will need it before you can leave the city.
Head to the beach and then turn towards the dock where you will see some small boats on the pier. At this pier, head to the end and you will find a Fishing Harpoon sitting there which normally costs 25 silver if you purchase it from a merchant. This will help you catch some fish which can be eaten or sold for silver.
How to Fish
Outward maybe a tough game when it comes to combat but fishing is very easy and you can easily start catching fish right after you get your Fishing Harpoon. The fishing spots are marked with floating fish near the ocean or lake. Whenever you see a big water body, head to the shore and look for some floating fish.
If you find some floating fish, that is a fishing spot so you will simply need to press and hold the on-screen command to fish at that specific spot. This will help you catch fish and if you are lucky shrimps and other seafood types as well. You can then decide to consume your catch or sell it for some quick silver.
