How to Find Lugia
The general location where you can find Lugia is in the Lental Undersea. However, the location where Lugia can be found is inaccessible until you complete a few steps. The first thing you need to do is to reach Research Level 2 in the Lental Undersea area.
When you enter the area where you find Pelipper, Corsola, Finneon, and Luvdisc, you will need to go to the right where there is an alternate route. However, you need to throw an Illumina Orb at the Clawitzer to break the boulder blocking the path. This will take you to the deep sea area where you will find an angry Sharpedo attacking a Lumineon. Look for Lanturn with your camera and then throw an Illumina Orb at it.
When the Lanturn swims away and the Wailord passes, you will find the Lanturn caught by Frillish. To free the Lanturn, throw another Illumina Orb to free it. Follow the tunnel that is now illuminated by the Lanturn and it will take you to the area where the Lugia will be sleeping.
