No matter where you are if you use a Waystone, it will quickly teleport you back to the safety of your house. You can purchase it from the store at your house. It is strictly limited to your house. You cannot use it to fast travel anywhere else.
However, the more efficient and proper way to fast travel around the map is to use the different stain glass portals scattered around the map. These work like any other fast travel points in different games.
